Robert Cassilly
Attorney and Stability Operations Specialist, Democracy and Governance

Robert (“Bob”) Cassilly is an experienced stability operations advisor and practitioner with over thirty years experience in strategic planning, stability operations planning, staffing, training and operations, rule of law, governance, and strategic communication. He currently practices law in Baltimore, Maryland. From 2005-2013 Bob served in various positions with the Departments of State and Defense in support of the U.S. operations in the Near Eastern area, including: State Department Senior Advisor for Press and Public Diplomacy; Senior Strategic Planner for the Office of Provincial Affairs, Embassy Baghdad; Acting Director of Stability Operations for the Foreign Service Institute in Arlington; Senior Governance Advisor in Karbala Province; Senior Civil-Military Operations Trainer at the Army’s National Training Center, Fort Irwin; Governance and Rule of Law Advisor while serving as a JAG officer (101st ABD) in Tikrit, Iraq; and senior advisor to State’s Bureau of Conflict Stabilization Operations.

Bob is an experienced trial attorney in federal and state courts and served twelve years in elective office as a county councilman, mayor, commissioner, and party chairman. His military experience includes service as a JAG officer (international aw officer with the 352nd Civil Affairs Command and 101st Infantry Airborne Division), Infantry officer (7th ID), and enlisted service with the Army National Guard (20th SF Group). He also served as an advisor and trainer to the National Training Center, U.S. Army John F. Kennedy Special Warfare Center and School, and served as an advisor to Iraq and Afghanistan pre-deployment exercises at Ft Hood, Ft Dix, Ft Stewart, Ft Bragg, Ft Lewis, and Hohenfels, Germany.

He holds a B.A. in International Relations from Johns Hopkins University and a J.D. with honors from the University Of Baltimore School Of Law. His military and State Department awards include, among others: Bronze Star, Department of State Superior Honor Award, National Defense Service Medal (2nd), Global War on Terrorism Service Medal, Iraq Campaign Medal, Department of State Meritorious Honor Award, Armed Forces Reserve Medal with M Devise, Army Services Ribbon, Ranger, and Airborne.
