Pierrick Le Jeune is Senior Lecturer of Political Science and Public Law at the University of West Brittany, France where he has taught for the past twenty years. He has been seconded to the French Ministry of Foreign Affairs as Attaché at the French Embassy, in charge of Public Administration Affairs, Civil Servants Training and Vocational Education Training. He has initiated numerous international university to university exchange and PhD programs in Mexico, Cambodia, Thailand, Laos and Vietnam.
Mr. Le Jeune has over 20 years of international experience as Adviser to high ranking officials in many countries in the areas of governance, public administration reform, project management, civil service training, European and international law, local institutional development, administrative and constitutional law, technical procedures, conception and drafting of project documents and strategic planning processes. He has worked for the United Nations Development Programme, European Union, US Agency for International Development, French Ministry of Foreign Affairs, France Expertise Internationale, Max Planck Institute for International Law and other agencies in Eastern Europe, Afghanistan, Iraq, Mauritania, Chad, Burundi, Ethiopia, China, Thailand, Indonesia, Vietnam, Laos, and in other countries for shorter assignments.
Le Jeune has numerous other institutional affilitations. He is Chairman of the Board of IPAG (Institut de Préparation à l'Administration Générale of Brest University) and President of the National Conference of Directors of IPAG and CPAG France. From 2009 to 2012 he was a Member of the Commission Nationale Consultative des Droits de l’Homme (Human Rights National Committee) under the authority of the French Prime Minister, Treasurer and Board member of Action Contre la Faim from 2001-2012, Member of the Haut Conseil pour la Coopération Internationale, Research Associate at L'Institut de Relations Internationales et Strategiques IRIS (Paris-France) and Visiting Professor at CIDHEM (Cuernavaca-Mexico) and Sciences-Po Aix-en-Provence (France).
He has published a significant number of books and scientific articles on a wide issue of topics concerning international issues, including on public adminsitration reform, international and humanitarian law, international relations, international organizations and combatting terrorism.
Le Jeune obtained his Doctorate in Public Law from the University of Jean Moulin Lyons III, a Masters in Law & International Law from the University of Paris, a Masters in Law and Political Science & International Security from the University of Pierre Mendes France - Grenoble and his Bachelors degree in Political Studies, Policy and Administrative Law from the prestigious Lyon Institute of Political Studies.
